Professional Summary

Stephen (Steve) Roberts is an environmental scientist with nearly 20 years of experience as a consultant to private and government clients. He has successfully managed and/or provided technical support on a wide range of projects including: remedial investigations/feasibility studies (RI/FS), RCRA permit compliance, NPDES permitting and compliance, due diligence and site assessment at large commercial and industrial facilities, and Source Control Evaluations (SCE). Steve has specific expertise in environmental compliance issues at solid waste disposal facilities (landfills) and in allocation/legal support.

Steve has implemented and/or managed multi-media site evaluations at a wide range of facility types. These evaluations have included High Resolution Site Characterization (HRSC) techniques and vapor intrusion assessments. Steve has supported the design and operation of landfill gas extraction systems and has successfully implemented Monitored Natural Attenuation remedies at multiple solid waste disposal facilities. Steve also has expertise in various allocation methods used to apportion Superfund site costs under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Relevant Experience

  • Environmental Investigation/Source Control Evaluation: Steve has provided project management and technical support for a variety of multi-media site investigations leading to regulatory closure. Steve has led source control evaluations and remedial investigations for industrial clients including conducting stormwater assessments and contaminant mass loading analyses. Steve has particular expertise in groundwater and landfill gas investigations at solid waste facilities. Steve has designed and executed sampling and analysis plans for groundwater, stormwater, soils, sediments, soil gas, and indoor air. Steve also has experience with remedial investigations at unexploded ordinance sites in the Military Munitions Response Program, as well as designing and implementing site assessments utilizing Incremental Sampling Methodology (ISM) for soil and sediment characterization.
  • Allocation/Legal Support: Steve has developed conceptual site models, authored expert reports, and developed contaminant mass loading scenarios for targeted source areas involved in a CERCLA allocation process. Steve has extensive experience collaborating with attorneys to develop successful defense strategies for clients participating in a remedial cost allocation.
  • Compliance: Steve has provided project management and technical support for dozens of projects where environmental sampling and reporting was necessary to ensure client’s facilities comply with appropriate regulatory permits. Before transferring his practice to the Pacific Northwest in 2011, Steve played a key role in driving regulatory acceptance of low-flow groundwater sampling protocols by the Maryland Department of the Environment in the mid-2000s.
